Well, in the digital age, this question has become even more widespread: Is a relationship between two or more girls without GL possible?!
It would depend on how you define "Love" - if you mean "without any kind of romantic love" absolutely possible. Now, readers might infer something that is not intended or not even there, but that is on them.
Now, if you consider love to be a spectrum, then no - friendship is a form of love so any non-antagonistic (and some antagonistic) relationship will involve love of some sort.
Heck it is even possible to have loving relationships without sex (or, of course, sexual relationships without love). It is all possible.
Now, it may be less interesting to readers if there isn't some kind of ... canoodling going on, but, if the author does not feel it is required, then it is not...
Unless there is a specific definition of "relationship" at play here?
