Okay, I just want to clarify something. For a character to count as disabled, he needs to have a permanent disability. The permanent part is important otherwise, someone with a broken arm or broken legs would count as disabled. So if you cut out a character's tongue and your world hasn't a commonly available way to regrow it, he would definitely count as disabled.
But the more important question is whether the character is black, female, gay, and lame as well. You can check off a lot of boxes with a single character if you do that. Now that I think about it you should make the character a midget too (cut off her legs if necessary). But, despite everything, the character needs to be unreasonably strong. We can't have a weak minority character, can we?
