Yes they can do that, which is why we usually don't opt for no lynch, but we study stuff like who is targeting who, when did a person vote and why etc, so killing literally a random person is useless.

Game ends for innocents if all the evils are eliminated and at least one innocent remains alive. Game ends for evils if the innocents have no recourse to victory and at least one evil remains alive.
