The title says it all, since I can't think more of the details. Though here's one: Have our MC think up a plan to have a naive hero defeat the MC.
MC's origin: He/she was born into a international war, where nations would try to conquer all, or to seek vengeance against each other. The MC had found her/he's lover/best friend, but the lover/best friend was a assassin/spy and he/she killed the MC's family/family member. Or you can use Itachi from Naruto's past to have MC POV be a Itachi-like character.

And if you know a novel like the title then can you tell me? It doesn't have to be the description, as long as the novel has the title's idea.

Oh gods an Uchiha. Where's Second Hokage and a good old gatling gun when you need one? Hate that whiny-ass clan. Should've put them all to the sword and saved literally, the WHOLE ninja world a whole lot of trouble. The only good Uchiha is a dead Uchiha.

I mean yeah if Hashirama killed off the Uchiha then there would be no problems, though it'll be boring/unsatisfying story for me.

The cycle would've just repeated a few other generations down the line.

The plot right here- Bringing peace to the world by becoming the ultimate villain could not be a better description for my own novel.

My main characters are evil.

They are willing to do horrible things. They view those who they have accepted into their flock as priceless and irreplaceable as people, and others as of a lesser value- sometimes even worthless.

They kill. They torture. They do not bat an eye when it comes to mass slaughter.

But their end goal is not mere chaos.

It is a peace established through complete and utter domination of every race, people, and nation.

It's not an exact match, but Code Geass sounds pretty close to that. It's not a novel though.

International warfare? Britannia pretty much wages war against the entire world and in the end the conflict of the story escalates to an international level.
Naive Hero defeats the MC in the end? Suzaku could be described as naive, but he is more of an idealist.
MC kills best friends loved ones? Check. Won't go into too much detail. Don't want to spoil anything.

I also first thought of Code Geass.

And of course, all of you are wrong for liking Naruto! (jk)

Aside from those two, there are multiple examples in fiction and real-life:

I forgot all the titles of the eastern fiction stuff.
To a minor degree Ubel Blatt, though unwillingly!
Star Wars???? (at least if they really scratch the sequels from canon)

There is the unification of china! (which was unified multiple times, not every time led to peace and prosperity)
EU-foundation after WWII!
