Both.
Basically our kids are being taught stupid shit while other countries are teaching them practical defense techniques.
Either way though, the education system of the soviets shows one thing, it doesn't matter how good the 'government education is.' Society will crumble if people don't have the right values and incentives.

USSR crumbled because there were internal problems that the top felt couldn't be addressed with their current state of affairs. Therefore they began democratization and a presidency. To say it has nothing to do with the people is wrong, but you are right in saying it was a decision by Gorbachev.

Saying it's just a top thing is disingenuous and oversimplifying everything.
