The author cannot delete any existing reviews of their series. Blocking you won't change anything about existing reviews.

If you mean comments, then authors can already delete comments at will, so they already have full control over that, so... What does it matter?

If you mean wanting to make a review after being blocked... Well, that sounds like a spite move to me, so the function stopping you from making a spite review seems good IMO.
