It's really a stupid question, isn't it?
How do you know a number is less than 40 and how would someone obviously in the 1st or 2nd grade here know the particulars?
How do they know 20 is less than 40? Sure, older kids might know about all the symbols, the numbers lines, or the digit by digit comparisons, but you can't expect kids this young to, unless they were taught that already.
I would have answered, "Because the Sumerians said so, dumb-ass." ?
