I kinda said Issei as the huge dragon claw girl from earlier reminded me of Issei's gauntlet
As for genderbent/crossdressing designs, there are a lot of mc that pull it of better than Issei.

The way I think of it is, Cyberpunk is overly cynical and grim, and Steampunk is overly romantic and positive. One is that "how it could all go wrong..", the other is "wouldn't it be nice if..."
