Sorry but I've never read @GDLiZy character arc progress on Spire Reef, so I pretty much don't know what her character had to go through to get to that point, hence don't know how to evaluate it.Could you give your insight on to the situation give some insight into other players mental state on this topic!

You haven't gone along with the spirit of the quest in my eyes just the reward for it. You flipped the question of why you want to be a pirate to why he wanted to be a pirate. You didn't have the duel with him which yes you set yourself to being stronger than him already so fine. You didn't get any criticisms from him either all you did was layer more mystery on top of yourself. So no I can't really allow you to pass this as you broke with the spirit of the entire thing in my opinion where this quest is to show off why you want to be a pirate and why you are willing to continue on in this line your determination needs to be shown to the world not a dead mans.

Oh no I didn't expect any of the bystanders to be helpful in it nothing like that at all only the enemy crew just making that clear.From the glance I took, I'm getting that One Piece Loguetown Arc vibes. You know, that one part where Buggy the Clown Pirate gets Luffy onto the execution stand, and is about to chop his head off? Loguetown is filled with pirates and quite the crowd had gathered to watch the execution, yet when Luffy's crew showed up to get him out, only Buggy's crew stood in their way. It happened quite similarly in Luna's quest, where most of the fight was between two witches of opposing sides.
It's a public execution, so not all the pirates there should have been from the opposing crew. And in this case witches are fearsome foes, plus the ground was covered in the clashing magic, so it makes sense for ordinary pirates to stay out of the matter. Which is why the part about no bullets or arrows being fired still holds water for me.
And regarding the First Mate quest, well, she did hint at it in a previous quest. So if you take that context and put them together, and also take into account that Luna's gonna get her whole crew killed afterwards, then it's still rather reasonable. At least it wasn't a single word report.

I will say this... it really depends on how seriously you take the Receptionist RP

However it is true that Luna did not complete the objective of a duel in the physical sense. did win in some sense. the the truth remains that, no duel took place. And most importantly there were no "point out of weakness after". Nor the lets go for a drink thing

But if you accept it as truth, then Luna did not gain the EXP for fighting, but did get the title. And personally, some kind of courtesy Exp would not go amiss, afterall Luna, the character did indeed experience an interaction of some kind. I mean you get 15 exp for just talking to people.

I had just relaxed against the wall when the thing became unbalanced I definitely needed more dangerous and toxic air for this to be pulled off though I did not like the thought of going into the sewers in such a weakened state I'd definitely have to be faster than last time though luckily this time I actually have a dagger that I can use rather than the arrow that I had last time. After I recovered I quickly went into the guild hall got the quest and dissapeared my way rapidly off to the sewers.
Upon arriving at the sewers I began to sing a battle hymn in High Gothic.I repeated the song over and over again as things went on it was easier to kill the rats as they seemed to be attracted to the singing in the tunnels I felt like a Screaming Spectre dancing along killing rats and the like I collected them up and attached the things by the tail to the belt for safe keeping. I was feeling so much better in the tunnels but a weird niggling feeling of pleasure was building up in the back of my mind. The heat building up and spreading out from the left leg you know that hadn't changed much recently so that was good. But I'd really need to get that Narthlecium injector which meant I'd need to get money faster. Anyway that could wait for later I was only 1/5 of the way to my goal of 1k coins for paying off my debt.Factus sum sicut princeps me, non est anima mea,

As I returned I picked up about 10 or so rats that had their tails lopped off 1 of them was even still living whoever had done that was despicable. Animals deserve the emperor's mercy not the long and dragged out death from that situation. Anyway that is enough of that. I quickly built a fire and burnt out the 30 or so rat's corpses that I had collected it was a lot easier this time and I felt a lot better now but that wouldn't last I needed the injector fast.
I returned to the guild with my 20 rat tails for checking that I had completed the quest after a quick wash off.

It was already dusk. Some people she saw was wrapping out their stalls or stores. She observed at them, looking for the man with silver hair.
There, he passed through her. The man was walking to the north. She pursued him on his tails. Caught him, she thought. She let her body touching him slightly, making him to notice her.
He stopped momentarily, looking at his feet. That was when she turned her head up, and said, "Tax."
"A guild worker?" the man said.
"Yes."
"I'm sorry, I can't pay my taxes right now. The money's tight these days." The man said.
"OK."
she left him.
+++Her second target was a man in his forties. He stood there, walking with his friends. If she remembered right, the man was a frequent customer of the bar she was in front of, and waiting here has paid off with him coming to her.
She hovered in front of him. The man and his friends stopped, as she blocked the way.
"Tax." She said.
"what? You're asking for tax right now man?" The man said, his tone incredulous.
She nodded.
The man faced his two friends, "Tsk... Chris, mike. Lend me your money. I'll pay you back tomorrow."
"Come on Josh... Just ignore that cat. Would you rather pay tax or drink booze?" The man to the left of her target said.
"Booze obviously. But my wife will nag when she know... It won't be long that someone'll visit her, you know."
The two friends emptied their money pouch, and gave it to the man. The man added his own money with it.
"Here's 30G." The man said, handing the money to her. He then muttered, "Way to kill someone's fun."
"Thank you." She said, and left him.

No response whatsoever.
She knoced on it once again.

+++She wondered if it was acceptable to demand taxes this late into the night. She saw no other activity, as everyone was probably already asleep. But her work must still be completed.
She arrived at her destination, and knocked on the door. One time, two times, there was still no response. Should she look for the bedroom window and knock from there? Considering that the previous house she did this did not give any response, she decided to do so.
One by one, she knocked on the window. Hopefully someone on the inside would be able to hear her. The first one yielded no response. There was a silence. She turned away, and suddenly the window she was in front of opened.
She turned her head up, and saw someone with an angry expression. She called out to the woman, and said that she had come to check whether the woman could pay the tax right then.
The woman glared at her, and spoke to her, "I won't! You've rudely come here, and demand me to pay my tax!?"
She wondered what she should do. The woman was there, ranting about how adventurers knew no manners at all. Though, sooner or later, someone would visit her and demand a payment. Since she was rejected, she left to her next destination, ignoring the woman's rant in the background.
The next destination was exactly the house next door. It seemed that the woman's action disturbed their sleep, that she was able to meet the home owner when she knocked on the door. The man grumbled, but acquiesced when she asked him to pay the tax. Thanking him for his cooperation, she left.
She wondered how she would approach the next one. A reasonable person like that man before would be preferable. Perhaps it was because the man was already awake, that he was cooperative? Then, the best way to do that was really to wait until the morning, when everyone was awake.
She decided then, she'll wait on the next one's porch.

It seemed like she fell asleep. Waking up, she turned to the origin of the voice. It was a little girl with brown hair. The girl then approached her and pet her head.
After a while, the child went back inside. Her mom should be awake then. Therefore, she knocked on the door.
The one who came out of the door was the older woman this time. As she gained the attention of the woman, she then asked,
"Tax."
"Oh... Tax? are you a guild worker? Sorry for my child's action before."
"No problem."
"So, you are here to ask for the tax? I swear I have paid it though."
She looked at her list. It was the right house. She showed the list to the woman. The woman, seeing that her address were on the list, went inside. When she came out, she brought to her a pouch of money.
After it was done, she said her thanks and left.
+++Once again, she returned to the market. She visited the man's house, but left here when his wife said that the man was already working in the market. Visiting the man's stall, she asked for the man to pay the tax. There were no complications, asking from the man. Since she had gathered four, she needed one more.
Like before, the person was unavailable when she visited his house. A relative of his said that he was already working. Therefore, she went to his workplace. She asked the receptionist in front of his store if the man was in. The receptionist then called the man, and the man came from the door on the back.
"Tax?" She asked.
"Right, I haven't paid huh. Okay, let me get it."
The man then went to the back. after some time, she got her tax. Thanking him, she left for the guild.

Off I go back to the pit it might spit out something nice after all I did spread the story around the thing a fair amount and it seems that they required some large amount of water for something I wonder what but that's not my problem yet so baby steps AIEO. BABY STEPS.
The journey started with the same group as last time 2 extras to replace the ones who died though after all it was necessary to have a large amount of people for reaching The Pit just in case of a problem with the kobolds like last time or a large group of bandits. Anyway I guess this will be a bore for the most part.
As I predicted it was a bore, we did not have any major problems in this run! The 8 odd day journey ran completely smoothly and we were on time exactly until of course it turned out that the Pit had been moved a mountain range over because of a problem with the snow fall that was on the mountains so we moved on a minor annoyance but it did add and extra day because of manoeuvring the cart through the new passage that was far far smaller compared to the main ones we had been running through before.
Overall we made it to The New Pit without to much trouble on our end though a few of the Skaven may have frozen their ass off. On the topic of Skaven either they weren't going to keep their deal or they didn't feel I had fulfilled my end of the bargain yet as they didn't give me a little surprise oh well maybe next time I visit I will be able to make a little play on it. Oh yeah also what looked to be a large goblin walked one of the valleys that we were going near so we circumvented it the Skaven said that this large monstrosity could killed 10 or 20 Skaven before going down and I didn't want to take on something like that at this time. Then again killing Skaven in melee does not sound like a major feat but anyway enough speculation on this.
The return trip was also not that excitable we just killed off a bandit group whom had a nice sword which I stole and one of the Skaven gun crossbows. Which unluckily for them completely and utterly backfired on them and killed their only ranged unit silly idiots not realising that the Skaven tools are not reliable at all even to Skaven! But yeah the sword was nice and I'd likely sell it some time soon.

How she would go doing that, she wondered. She did not even know that there was a criminal group before in the city. Though, she never paid attention on such things. From the quest form, though, she inferred that the guild also knew of their existence. therefore, she asked the receptionist for anything that could identify them.
"Hmm... The most well-known gang is EEE. It stood for Eliminate Exoplanet Entities. They are a gang of youth who did not like the existence of adventurers from another world, though there is nothing bad about them so far. They are more like activists, trying to protect their culture and identity."
"Eh?" She tilted her head.
"Well. From my observation, adventurers on general grow more quickly than the residents, so it was easy to actually overpower them. That's why there was no conflict between us. We still have to observe them, though other than flyers and mass gatherings campaigning their cause, they are harmless. Well... that's what I know, to be honest. Maybe you can ask the guards instead?"
"Thank you." Mei bowed, and left.

How suspicious was she? It was not the first time she pretended to be a cat. Would they think that she was a cat, when they saw her? She tried to emulate cat behavior, like licking her fur. But other than that, she did not know what to do.
As she was in the market, observing the ground below, she wondered. Should she try to steal a fish? She thought it would be more convincing for her disguise. First, she would steal a fish from one of the barrel on that corner, then she would run, and she would eat the fish somewhere. Setting that plan in motion, she ran.

She leaped, snatching a fish with her mouth.
"Hey! My fish!"
She could hear the man shouting and cursing. Her first priority was to evade detection though. With that, she took the alleyway in the corner.
It was safe, she thought. She would be safer if she went above, obviously, but she had to behave like a cat. Cat couldn't climb walls after all.
"Running a little light in the pockets, lad?" She heard someone said that. She turned her head at the origin of the voice. It was a man with red hair, wearing some kind of leather armor. In front of him, there was a young boy who was panting.
"I'm sorry, what?" The boy said.
"I'm saying you've got the coin but you didn't earn a gee of it honestly. I can tell."
"How could you possibly know that?" The boy said, his posture defensive.
"It's all about sizing up your mark, lad." The man said. He explained with exaggerated motion, "It's the way they walk, what they're wearing. It's a dead giveaway."
The boy held the pouch on his hand tighter, "My wealth is none of your business."
"Oh, but that's where your wrong lad." He grinned. "Wealth is my business. Maybe you'd like a taste?"
The boy seemed to hestitate, then he relaxed his hold. "What do you have in mind?"
"I've got a bit of an errand to perform, but I need an extra pair of hands. And in my line of work, extra hands are well-paid."
"What do I have to do?" The boy seemed fully interested at the man's offer.
"Simple... I'm going to cause a distraction and you're going to steal Ulfric's silver ring from a strongbox under his stand. Once you have it, I want you to place it in Torygg's pocket without him noticing."
She got her mark.

In the end, the man was unable to do anything. The boy declined, saying that he couldn't do that. The man let the boy go, then went to stand on the alleyway once again.
Another kid passed her, running through the alleyway. The boy was panting as he caught his breath. His left hand gripped the pouch. As she was licking the last of the fish, the man approached the boy.
"Running a little light in the pockets, lad?" The man said.
She could say that the man was dedicated. His response to the boy seemed nearly the same, ending on the same request to steal the ring.
"Lockpicking? I couldn't do that."
"I'll teach you if you agree, don't worry." The man said.
She didn't know if the man had some kind of organization behind him. Nevertheless, she probably had to follow him on the off chance he had. As the man and the boy stopped talking, they began to move.
After they were out of her sight, she took off to the rooftop, intending to follow the man from there. Though, when she arrived at the rooftop, she couldn't find them. Missing her mark, she set off to the market once again.
How should she do this? She did not understand how the criminals of the scribel city worked. Should she do some petty crime, she wondered. Though, she did not know if that would be good enough to draw a notice from the criminal elements. Using this thought, would murder be sufficient? Or child trafficking? With the quest missing child being posted perpetually, one of the criminal elements should be targeting them.
Arriving near the market, she perched herself on the rooftop, looking at the market. Pehaps, she thought, she went about this in the wrong way. She thought about the missing children. Some of them were returned as a corpse... why? Why that entity needed to murder the children, she wondered.
"Those EEE kids are doing public speech again?"
"Yeah... I don't know what is in their mind, antagonizing adventurers like that. They were lucky so far, that the adventurers did not take offense at those speeches."
"I mean, I get what they think. But, seeing our city being so intertwined with the adventurers, it is a futile cause, I say."
"Me too..."
An EEE speech. They were the harmless group previously mentioned if she remembered right. Since she had no better idea, she went there.

We have our city guard, so why do they work to protect us for free, while we pay the adventurer who is just there doing nothing. So I ask you all. Why should we? I never need the help from the guild. I repaired my own house myself, and I am no carpenter or mason. No need to wait for the adventurer guild to move its engineering department, I say. If the city lord say that our taxes are for the growth of the city, I agree. But why did we always have the adventurer to do that?
I say, in seven of ten, if we citizen here are pitted against the adventurers, we would be defeated. Their bread and butter are combat, combat, combat. So is it a wonder, if we are defeated? Not to mention the monsters they called A-rank. But, have you never thought that you are oppressed? Like a rope that tightening slowly on our neck, our economy become more intertwined with the adventurers. The alchemist had to serve more potions, the blacksmith had to serve more weapons and armors. So, the last time this happens, it is because we had a war. The question is, are we gearing to war? No. We are not gearing to war. It is because the adventurer. Most of them are people from another world. So, are they our king's army? Our lord's army? No. They're not beholden to our king, to our lord, or to anyone. They are no different than a sellsword, I say. Why should we arm them then? Why should we arm a foreign army in our land?
We are more helpless day by day, because they hold our weapon, they hold our armor, they hold our shield. If they all left, we will be left with no one to protect us, because most of us forget to do that. If we oppose them, we will be the ones dying. In my grandpa's days, the pharmacist could just go to the forest together to gather herbs. Now, we had to borrow their strength just to do that.
So, I don't say to oppose them. I say that we don't need to rely on them as we are right now. We need to stand up for ourselves, instead. Don't give up your freedom because of convenience! If we all have to learn how to fight, then we learn! Because the alternative is that they always held our hand with sword in our neck! If we continue in this course, our next generation will be relying on them more and more! More helpless! I ask you, Are you sure you want that?"
A smattering of applauses echoed.
She could see how troubled the receptionist was, if the movement of EEE was like this. When she grew stronger, she probably would leave scribel region altogether. The amount of newly arrived adventurer was also not consistent. Would there be a day someday, where it stopped altogether? What would happen to this place then? Would they be helpless, as they said?
After that, the woman moved down from the stool she she was on. Some people began to approach the woman, talking with her. With nothing more to do, she left.

She waited and waited, but she found nothing. A purse snatcher here and there, sure. But she did not find anyone that looked suspicious. She wondered what she could do right then. Sometimes after, she saw the girl on the podium walking. Somehow, she felt drawn to the girl. Therefore, she followed the girl.
The girl arrived on a house. She knocked on the door and announced, "Mom! I'm home!"
The door opened, and a woman came out, hugging the girl.

Morning arrived. Once again, she arrived at the market. That day, she wanted to find the red haired man. Another purse snatching occurs, and the boy ducked into an alleyway.
How? how did it occur? Of all the alleyway they could pick, they picked the same alleyway. Why did they pick the same alleyway? Did the man knew of this, thus waited there?
Perhaps there was something in that alleyway, she thought. If the kids knew to use the alleyway instead of other places, perhaps she stumbled onto something.
