Are you serious? Paypal is a bank. You wouldn't use fake name when you sign up for a bank, would you? They have to use your real name because if normal people can change their names willy nilly, then rich people can change their names willy nilly too. In your case, you don't want people to know your real name. But in their case, being able to change their names on a bank means they can launder billions of dollars by just typing a few words. You can pretty much kiss your account and any future account using your current identity goodbye, as they'd likely mark your id for possible fraud. You can probably appeal, but that's a lengthy process.I’ve tried to change my legal name to a fictitious one, with my government-issued I.D. uploaded, and now they’re going to check in a few business days. I fear that they’ll lock my account because of the fake name change, and I’m only doing it for privacy concerns. I see other authors having their pen names as their PayPal names—how did you do that? Do I have to open up a business account or something?

Mind that you can set your alias/PayPal.me ID only once and the costumer will still see your real name in the progress of paying.You can use an Alias, so your real name doesn't show up on your paypal.me link. That's how people do it.
I haven't set this account up yet but it should still work either way.

To do this you need to firstly set your paypal account to a business type, which should give you the option for an alias. If it doesn't you can then go to Account Settings > Business Profile - Business Information & do it from there.
PS. They won't accept your name change.

Opening a business account requires you to have a registered business. You need the documents that shows you have the business registered to register for a business account. Do you have the documents?
As for authors having pen names as their paypal names, that's not their pen name. That's their business name. For example, Ai-chan's company is called Ai Publishing. Ai-chan can make it appear as Ai Publishing, but Ai-chan can't make it appear as Ai-chan, unless the name of Ai-chan's company is Ai-chan Publishing.
What alternatives are there?Dear GOD don't use paypal. They are changing their terms and conditions to seize your money if you have the wrong politics. Don't trust your money with them.
