If by 'read' you mean open up a chapter and then hit the back button so you can leave a rating, sure. There is no minimum time spent. I just checked it with a story I'd never touched. Opened one chap, hit the back button, boom...able to leave a rating.

I would love it if this were to come true. This isn't really a prediction, it's already been stated. The vaccines we have now don't create sterilized immunity, which is what we would need to only take it once. Very few vaccines work this way, sadly. It's the holy grail of vaccine research.
