    I see no reason why someone who has spent countless days and hours bringing a story to life would end it out of the blue to meet the pledge. If there is no gain from finishing the story abruptly, I don't see people doing it.

    Authors won't have to enroll compulsorily and there is no monetary penalty if someone takes a break or burns out. unlike in the manga industry from what you have described. My suggestion wasn't to penalize new authors, but give the authors a motivation to write more or even to plan novel.
