Personnaly I don't have any problem with the current system. Also I don't think 10k words is a lot to be honest and when there troll out there who going to wait with their screen open to reach these 10k words before rating your story, it will decrease the amount due to Lazyness.

That won't help for that, but it that could help against the fast rating when ppl just read one chapter.

What could help is add a certain amount to read before having acces to the rating. Like for exemple, you need to read 10k words of a novel to be able to rate. The only downside would be that new story won't have any rating until they reach 10k words.
