I think the feature you requesting can only be made from the xenforo (the forum engine) side, but I could be wrong. I mean, I remember back then vbuletin engine has the same block feature but it just work really poorly and no one can do anything about that.

i never read the one you looking for, but from your description it awfully sounds like korean WN. do you remember if it's a korean WN or a japanese WN? it would narrow the possibility by half if you could remember that one.
