    Through Danmaku battles, they are given a chance to win. And it is non lethal. Which helped to maintain balance. However, Reimu’s power to pass into fantasy makes her invincible. If used, it can completely demoralized allies and enemies alike. Which can cause a complete collapse of Gensokyo.

    However, she knows it is an inevitable occurrence. As Yuyuko unconsciously seeks after her memories. This is really the only instance Yukari remains completely on the side. And allowed the protagonist to handle it.

    Hence, I think this was how Gensokyo was eventually formed. Yuyuko may not remember, but their connection is close even through many reincarnations. Yukari unable to tell her, as remembering could likely cause the collapse of that world she built.
