And being one of the warlords doesn't imply strength either since it is a government organisation. They didn't pick the strongest, the picked members who will more or less listen to them.
Actually that's entirely what it implies. The purpose is to have pirates deal with other pirates, meaning that you have to be stronger than most pirates to be of use to them.
I theorize that some of the characters that 'don't have haki' actually just have less refined haki. That idea helps me maintain some level of sanity when watching. Still think the concept needed a minor nerf.

When he lost to Luffy he was a tough opponent but that's the problem he lost to pre-timeskip Luffy and he doesn't even have the excuse of being way past his prime and depressed like Moria.

I say yes, warlords were strong, but strength wasn't the only criteria. You say, "Stength is a factor for becoming a warlord." Like, bruv. Losing to haki is ok when you don't train. You said nothing to prove the opposite.
Think about it like this, Crocodile if he doesn't train to even get basic armamant haki remains a sctub who is only useful in the desert where there is no water around. What value does that kind of pirate bring to the World Government?
How is he expected to be of service to them and why would they not just throw him in Impel Down immediately upon capturing him, knowing he can't be in an environment where every other pirate is?
Also, Crocodile was seen as strong opponent because Luffy was weak. He didn't learn how to use Haki. Yet during timeskip while Luffy had Rayleigh teach him, Crocodile did nothing to become strongerr. That's your answer why he lost and now is considered a bottom feeder.
If crocodile was introduced later he 100% would have had haki or at least some way of getting around it. Because he was introduced super early the concept of haki powercrept him.
Because not everyone can use haki for fuck's sake. A legendary pirate taught Luffy, the best swordsman of this era taught Zoro, Koby was taught by the legendary Garp. You see the pattern here? If haki is so fucking easy to learn, then why the hell Garp won't teach every marine ever to wield it?
