This is a situational psychology case for rare individuals. It doesn't bear out in society at large, demonstrated over and over again by reality and pavlovian response psychology. If you want more of something make it legal, if you want even more of it, reward the behavior. The overton window will shift and the taboo seekers will simply go on to violate that which remains taboo.

This I agree with, I’m more referring to more specific examples rather than most laws and rules… for example the kind of things that whether it’s illegal or not it won’t stop the kind of people who do it from doing it and only makes more want to join it purely because it’s considered taboo-nyah.

Well, then specifics are required, as I have no basis for further input. All I can observe is that this statement tends to function well with the sexual taboo because of the strong human drives that work directly against sexual prohibitions.
