This is a situational psychology case for rare individuals. It doesn't bear out in society at large, demonstrated over and over again by reality and pavlovian response psychology. If you want more of something make it legal, if you want even more of it, reward the behavior. The overton window will shift and the taboo seekers will simply go on to violate that which remains taboo.
