Views don't matter, he means readers. But yes, anything under 40 readers is probably a bit of a failure in the first chapter.

There seems to be someone witch-hunting anything that may seem ai, or there's a bot flagging random stories. There have been multiple people who got flagged for no reason

I don't think accusing random people of AI because you think so is very productive here. And there's no such thing as 'appearing twice'. This seems to be the case of someone starting too many stories.
