Sometimes I have ideas that are gold but I have to abandon them lest they make my current projects suffer.

The protagonist went into seclusion for a thousand years. It's the modern world and might is no longer right. The protagonist is immediately detained for attempting to sell dangerous substances (Spiritual Herbs.) And now has to participate in immortal rehabilitation classes to integrate into society. This is a world where Megalomania is a common mental health disorder. Swords are illegal contraband due to the bloody slaughter and psychopathic tendencies that is associated with it. Mortals and demons have the right to vote. Old cultivators struggle with treating what they used to view as ants with common decency. A single sneeze may force an immortal to pay fines for breaking private property and disrupting the peace. Sects are treated the same as organized crime and taking a disciple requires a license.

idk man it depends. these cultivators need someone to detain them, right? so that means there are equally if not more powerful individuals or groups with the ability to stop these immortal shitheads from blowing away Manhattan or Hong Kong. they might attempt to revolt against these fucks, or see if they can coax them into working for them instead.

what if these cultivators are cooperative with one another. hunt down the last remaining cultivators and rule the world together? maybe one of them decides to claim one nation for herself and battle ensues. hell, maybe one of them even joins the group that detains these cultivators out of their own goals and motivations. revenge? to prove himself against a specific individual?

i like how a law against cultivators presents so many possibilities and dynamics to be implemented into the system. Who Watches The Watchmen comes into mind. you could either take this with a dark thematic approach or introduce another system to the done and dusted formula.
