Seriously! I once, for f-U-N... decided I was going to make my OWN compression algorithm.

I read in every pixel and saved the color values.
my file size? same as JPG size. DUH! I'm doing same thing.
then I started deciding... what can I get rid of, but, keep the exact same pixels when I read back in.
I ended up? with the EXACT same file size as *modern* compression algorithms.
so.
you would think with those credentials, I could just use any software, right?

GIMP... I was able to load in a picture, and save it in another format? Yay!
over time, fooling around at random... yeah, I figured out how to do a few things.
I'm still on gimp 2.8 and I think 3.2 is the new one. I need an upgrade. new stuff to play with, lol.
but yeah.
on descriptions? same thing.
I can take a text image. (text to image... say... frost (ice) on the text. looks cool)
next... I can define 10 or even 100 layers of the same image
I can go through, and "delete" a bit more of each one...
then play them back in order, or in reverse order.
then save that stack as a gif, and assign timing to it (how fast)
but yeah, next time i'm bored... i'll have to try that.
PS - I have one cool image program I made.
you "select" whatever image (file) you want to work with...
then...
it inflates it or deflates it until it just fits the screen size.
AND...
the left over space, on the sides or the top/bottom...
it copies the last "line" of pixels over and over until it hits the edge of the screen
kind of an "automatic" background.
freaked me out, the colors smearing, made it 'fit'.
the other program i liked... I can add "meme text" to any image.
