Just start writing it, even if it feels rough. The first draft is supposed to be messy - you can fix everything later once you see the shape of the story.

This is really good advice ?. Start with the basics of a story: beginning | middle | end. And then ask questions: What is the plot about? Where does it start? (physically and for the characters - internally). Who are the characters, what are their motivations (gmc) and what journey are they going on (are they experiencing personal growth)? I've found questions can help, because as you start to answer them, then the story will begin to form. I also use music to help stimulate my creativity and displacement activities to nut out issues - i.e. I let my writer brain work on the issue while my 'normal' brain does no-thinking-needed tasks like folding laundry.

I'd also add it helps to know the overall structure, tone and genre of the story you're trying to write as well.
