Technically, we can do something like this already. The only thing that block this are morals, at least on the official side -- who knows what governments do in their secret bunkers?

I go with any basic couple that met stability criteria.

I would also like to have a written and practical tests for rearing children. Because lets face it, parents are screwed, they are never ready.

Should probably be the default, and depending on circumstances a requirement. Mundane pregnancy is an unnecessary risk at that point. I'm hesitant to even ban people who technically shouldn't be parents, because they could still have kids the normal way, you'd just have less way to track or ensure the kids are okay.

So, given that I believe that everyone should receive a basic standard of living that would facilitate raising a child. Anyone who meets ethical standards should be able to access this technology. Especially when that technology would likely be safer than a normal pregnancy.

People are busy trying to recreate something that we can do naturally, and it'll never be as good as the natural way.
This is a fair point… and even if they managed to get it to be as good as the natural way… we simply aren’t technologically advanced enough to pull it off and likely won’t be for at least a few decades to a century… similarly if you are really so desperate to have a child but can’t adopting is always an option-nyah.

There are several countries experiencing natality crises that could benefit from this technology, but it would only alleviate, not solve, the issue.

People in the first world are not having children, and that's a problem. In the third world, on the other hand, people are having children left and right with no issues. Thus, the main issue is then social, not economic. Countries should try to solve these issues first before jumping to implement a new technology.
