Ideally, I would like to keep Scribel Region itself a beginner region with low-level monsters. I would also like to avoid filling Scribel with literally everything (e.g. demon lords, dragons, uranium, more...![]()

), and I would encourage players to try to shift content into other regions or new regions as much as possible. This way, the world isn't incredibly lopsided with tons of ridiculous things happening around a small frontier city and nowhere else.
If you want to eventually make a new forest region, I would recommend extending Scribel Forest further to the west or east -- and then putting it there so it does not conflict as much with the content that other players might have in the nearby forest (especially if you are making the dragon the "ruler" of the forest -- that nobody else has so far encountered).
Keep in mind that there is a recent rule addition -- one Rank A NPC character allowed per player. Since I'm assuming your dragon is very powerful, presumably that would count as your one Rank A+ NPC addition to the world of Tonia.

Ahhh, that makes more sense.I see it as a "rating" that can be applied to anyone.
For example, imagine that the Guild assigns "threat levels" to people/monsters and they keep dossiers on all important individuals and monsters. On that dossier, there will be a rating on their approximate "threat level" (which translates to a Rank).

In the future, when the Lizardmen board is up, any quests marked "classified" are not visible to any characters who have not fulfilled the prerequisites. This is useful if you have secret stuff going on and want to keep it hidden from the general board. You should also mark Quest Reports as classified if they are not supposed to be public knowledge.
Incidentally, I'll be used the "A Hidden Mark" quest (Scribel City) as the prerequisite for generic classified quests coming from Scribel City.

Yup! I think there’s a lot of flexibility in how you want to do it! I believe @Generic.Archdemon also made quests tagged/targeted to specific people.You might as well add another kind of quest. One that is marked specified, the quests will the sent to a specific group (exorcist, knight, healers).
Maybe a tagged quest will be good? like a quest asking for a specific character to do their quest, whether the player will do it or not will be another thing~
