Most of the time it's because there is a premise that has been set (most of the best stories have this). JJK has an interesting premise about learning and fighting curses, then main character gets power, but the problem is that the world keeps changing and overturning a lot of things that previously looked one way.Yeah I noticed it, Jjk right now is great example of it. Like give ok ending it's not hard. You need just understand, why people love your story. Gege didn't know it. So he making right now literally unreadable piece of shit
You look at Naruto, the first arc with the land of waves, fights are strategic, full of trickery and tactics... then Shippuden came and it's all about giant monster battles.
I'd say only One Piece has been consistent with its world building out of all the long running series.
