That's the thing, the rep license would usually involve in diplomacy acts.
The only scenario that I could see from it is when establishing relations with other nations and building an embassy with said nation. For this to work, wouldn't I need permission from the guild @GM OR @ohko ?

A Guild Representative represents the guild for big and small cases. Establishing connections with new noble houses often requires a guild representative

By the way I wouldn't recommend a zombie plague in the holy human empire. Since it'd have to scale with the danger rating of the region, unless itd a rank E place, the zombies are gonna be very fast, strong, etc.
