So we have hopper's side which looks like a well thought out answer, it's either a genuine one thought out after I asked because he wanted to be helpful or an answer that came naturally as a result of thinking about it before as mafia. Need to decide which.

On Luo's side, a slightly more careless one. Not much of a reason for wouldn't but fits the general attitude he has had until now. Is it genuine or a mafia trying to play it off as trivial? Also need to decide.
