But there's a lack of "military and strategy fantasy" in the Xianxia world, despite their advanced weaponry, exotic materials, and martial cultivations spanning thousands of years.

Especially, the lack of Xianxia Cultivation Artillery

Would you like to see Xianxia MC who rises and became the captain of Spiritual ship who command Heavenly Archer army or something like that ?

Hybrid genres exist. If you play enough other aspects of Xianxia to the hilt, it could absolutely be x in a Xianxia universe. This seems like less of a stretch than… idk, Downton Abbey in a Xianxia universe, where a wealthy family of mostly non-cultivators or low end cultivators deal with the down stream effects of Xianxia nonsense alongside their own family drama.

Lack of sameness of power equals more decentralization of power oftentime equals lack of coherent government where same powered people cooperate to deal damage or simply cooperate (sect isn't a government).
