As for factually. If you intentionally go back in time and meet Hitler's mother before she conceives and simply interfere with a (hopefully) good night she had causing him never to be born are you guilty of murder? The answer is, it's complicated and depends a lot on your perspective and moral framework.

As for how it's going to be perceived. Many probably would consider it some form of NTR. I mean tons of people consider a self insert in a fanfic getting a heroine meant to end up with the hero before they can meet or get close as a form of NTR.
