Cats are funny creatures. I wouldn't consider myself a Cat Person so I don't go out of my way to talk to them, but apparently, that just makes me a target for them to bother.

Usually, it is the calm and quiet comrades that attract cats. They see that you're "not hostile" and decide that you're their friend now. Of course, if you are warm, and the cat is on a cold street, then this is also a plus.

Basically, cats perceive not looking directly at them when they don't know you well as like, the polite/non-aggressive thing to do, so they're like, "ah, finally someone with manners-- I shall introduce myself to them."

Generally, it's bad to stare at smaller animals if you want to get along, because it gives off predator (actual creature that will eat them) vibes.
