I don't mind the concept, it's just the inherent bias behind the enforcement that I'm gonna find problem with.

PayPals with explicit intentions like "help me buy guns to shoot my neighbor Paul" should definitely be dealt against harshly.

But when someone launches an account to "help fund my campaign as senator and Make America Great Again" and gets punished, that's where I start having issues.

If they're allowed to do this then all banks should face probes into what they use money for. Natwest funded (secretly) a massive animal testing lab at one point, for example, without account holders' knowledge.
In reality, 'hate' and 'misinformation' has the massive potential to be judged on a bias, which I find problematic as @BenJepheneT pointed out.

I use paypal to get paid by my boss.
I will continue to use paypal to get paid by my boss in the future.

What they do... I honestly don't care that much. Issuing a fine feels weird though.
