Yes, that priority is in case the mafia's ability is to kill

Let me explain.
There are two ways to kill.
One is called factional kill.

Factional kills means kills which can be done because you are member of a faction.
Like how Town can lynch.
And how mafia can kill at night.


Other is called PR kill(Power role) which refer to abilities.
These abilities can be with either a member town or mafia.
Example is Town Vigilante, a role which is able to individually and independently kill whoever he wants, but dies if he kills a town
