The plot can be: the army men developed a type of reactor that can turn all matter into plastic. After colonising their own worlds, a rift in space suddenly opened allowing the army men to arrive at a fantasy world. What would such invasion be?
Of course, magic will have to be scaled down to reasonable level.

I doubt the army men have the ability to invent anything that creative and fun. But, in the good old traditions of large and old institutions such as the military, I expect things to be slow, complicated and stagnant in many ways.

how many times does GATE have to be brought up whenever someone comes up with this premise again
Indefinitely many times.

In part because GATE never delves too deeply into the magic vs tech aspect this kind of pitch is usually focusing on. Most conflict ceases after the first few chapters and from then on it's diplomacy.

But also in part because thinking up new writing ideas makes many recede into their own head where no (Unless negative) other works exist.
