I will answer this as compactly as I can be: anything that is worn BEYOND its intended context, or at least contorted from its purpose, will be sexy from its exotic factor.

A teacher in her uniform to conduct some teaching lessons? Normal. A teacher in her uniform conducting some "teaching lessons"? Now that's hot.

Exceptions may apply, but the rule seems to work 80% of the time.
