Honestly? I'd hire the liar and give him some extra contract clauses that fine him to death if he harms my business with his lies. Current corporate culture is scam or be scammed, and even the bureaucratic apparatuses are taking part in it. So I'd rather take the risk of failure than certain failure.

There is a difference between a liar and a criminal. A good liar can sell without breaking the law. Here are two basic, mundane examples:
