Forgotten Title Which anime has the stupid girl and the "underwear salesman"?

There was an anime I remember watching several years ago where the protagonist was really stupid but a good fighter. A guy came up behind her, felt her breasts, and declared them to be a D-cup. She said, "Oh! You must be an underwear salesman!"

Good try, but that wasn't it. It was a much more violent show.
