When you see an artist revealing a commission they did for someone

And show the link to that user. Do you follow the link and see what the user is like or do you not bother with it?

Also why do you ask the artist about the character and design and not the person who has an idea about that character. The link is there, that user might know more the commissioner.

Well rule if the thumb is. Artist needs to ask the commissioner before being allowed to show of their cover.

And then it is most of the time linked. I would only follow the link of the user though if I find the cover intriguing.

You ask the Artist about the design usually because they have all the details and it's just easier then following the link and then ask the original inventor.

In my instance, since I paid for the commissioned art, it belongs to me. I don't necessarily have to seek permission, but I do let the artists know anyway, and provide a link to their homepages as a thank-you. When you find art you really would like as your book cover, as I said before, approach the artist to ask permission, and offer a link to their page, and they'll usually be very kind and offer consent.

I treat all artists like J. K. Rowling. Why should I care? I'll be bombarded with other works from different artists and I'll pick and choose then and there. If and only if I see another one of their works, I might care for about 2 seconds if I notice in the first place.

Depends on whether the source work interests me. If it's some game I'll never play or a book with a theme/genre I'll never read, then I won't bother the source creator.
