I dunno how you categorize "best," but I like Pain vs Naruto, but that's probably also taking into account context and the whole lot of stuff that happened before and after.

Everyone vs Obito at the end is great too. I'm just a sucker for those "all our powers combined" over the top finisher moves.

Naruto vs Sasuke in the first valley of the end fight. Easily the peak of the series. Everything after makes little sense, for example after this fight naruto seemed to get weaker, when at this part of the story he had surpassed sasuke by leaps and bounds, forcing him rely on Orochimaru's curse mark. Power scaling is all fucked up after this point in general.

What da? Neji vs Naruto was probably the worst fight in the series. Thematically its pretty interesting, because it reinforces Neji's views on how you are born with talent and hard work cannot surpass it, Naruto is born the son of a god tier shinobi and has the 9 tailed fox after all. But the fight itself is dogshit, with naruto losing all fight long and then one shots Neji in a way that shouldn't be possible.
