On this account it says that my story is rank 4, but on my other account it says that it is rank 1.

That's because in your other accounts you either:
1. Filtered out stories from some genres in your other account.
2. Filtered out stories from your reading list.
Check your filters!

There was no filter, but I went back and checked and unchecked a filter. That fixed it.
