Maybe It's only me but I have to say that the word count limit would turn me off from ever entering the contest (way more than the question of the entry fee). For most authors short stories are either a one-off or - imho more often here - a way to kickstart a new story with motivation and the hope for a bit of readership.
But not only is 10k to 20k a giant difference, but it's also weirdly in the middle. Too short to make sense for any fully fledged out story, but also way above short stories. It sits in that spot where a lot of professionell authors spends years to write a story that is on point but has an actual fleshed out development. I would argue that that word count rule might make a lot of problems for authors...
