I've been at this for 3 hours, trying to think of ways to make their sex actually interesting, and best I've got is 600 words of describing feeling and them kissing, hugging and moaning.

They can hug, MAYBE the harpy can try and prevent her sharp wings from piercing the dark elf's blood, now what? What happen next? After hugging and kissing and tonguing, how do I go from there?

I'm in too deep into the chapter now and can't go back.

Try letting the dark elf control the interaction. Sex doesn't always have to be all hands on, it's fiction it can be anything you want. Maybe a little bondage? Though the sharp wings may not be so bad for the little masochist.
