I don't know how to shoutout things. But I know how to review
Write a note at the end of your latest chapter. You could say something like, 'Hey, check out my friend's novel! It's about…'
Is doing shoutout swaps a thing here?
I've never seen anyone do it before, and there aren’t any rules saying you can't

In what context? Just putting a note about another story, or a reference to characters or events in one story that impact another? I've seen people discuss this but nothing I've read so far has included this overtly. Closest was one author making a joke about one of his own other stories while characters were watching a parade.

People do try review swapping on SH, but it does jack shit to boost your novel. This isn't RR.

It won't make you a better writer, but hey, at least you got a hollow 5 star review from someone that won't read your work.

We could try, but I doubt it will matter, we don't have the Rising Stars and so on, and the Trending works differently than it does elsewhere.

What the OP means is actually quite simple.

A "shoutout swap" is one of those desperate things the Royal Road authors do to bring their stories up...

What is means is: I put the link to your story in my latest chapter's comment, and you will do the same for me, and we would hope that our reader base would somehow "cross pollinate" bringing us net gain in the terms of followers. Because, in theory, the readers are no longer needed to search both of our stories, they just need to find either mine or yours, and our "shoutout swap" would lead the readers to the other story without the need for us to fight the algorithm on our own. A lifeline between two stories. If you find one, you will find another. That's the idea of the "shoutout swap" ... or, well, theory of it.

Do not confuse with "review swap" - the "review swap" is the rating boost, which doesn't work on the Moderator John's Roadkill Route, bots make sure of that.

It's less common than over there, yes.
yeah, definitely not common though.
