Regarding 18+ notice

What exactly is the scope of 18+ notice? I mean I know its for full-on penetration but what about no penetration stuff like kissing (from quick peck to full on tongue action cannibalism type beat) or lewd handholding?

What about if its only mentioned or implied does that still count?

The way I do it is that anything explicit that can be called sex is 18+. If it's not sex (handholding or cuddling, for example), then it's not 18+, unless there's some peculiar kink or quirk at work. Although the border is, uh, slippery in many cases. Also, if it's only mentioned or implied, it's probably not 18+, but if it's described, then... it depends? Mainly on the detail. Better safe than sorry though.

outright sex is the most common thing to labl 18+, and I imagine actual cannibalism goes with it too,
