So a quick google check between shounen-ai and yaoi is that the former focuses more on the romance and touches little on sex while the latter is less focus on talky talky and more on stimulating the prostate, glans and nipples.

So... when the author decides to put both tags in, is it safe to assume that the work will contain equal amount of feelings and ball-fondling?

I am confused for real on the matter, it is not like these two tags are mutually exclusive.

Shounen means boy, so to me it "feels" like young love that later turns into adult love. There's also the option of there being two couples.

It's because the person putting the genres on want as many people as possible to see the manga/novel, so they make sure both genres are there so that the people searching for shounen ai and the people searching for yaoi find it.

It's also worth note that yaoi is often times used as a generic term for BL instead of only for erotic stuff. Many people don't even know shounen ai exists, so putting yaoi on stories without erotic content on them is absolutely normal.

It's also worth note that Shounen Ai is a dated term that isn't used on Japan anymore. It used to mean romance between underaged characters... In the West, the usage was of non-erotic homosexual romance between men, but it has never been that popular, and as bigger sites are trying to move away from the term (like Scribblehub and MyAnimeList), it will probably slowly fall onto disuse.
