It depends. I have a black belt (One earned, not given like a toy in a box of cereals) and the knowledge sticks with you. In certain situations that others might be uncomfortable in, you might feel more comfortable knowing you can handle yourself.
I have seen plenty of retired black belters still handle themselves when they return to the dojo 10 years later with a gut and what not. But yeah, your offensive/defensive capabilities to take a massive hit.
Still, I’d bet cash on a retired black-belt over a normal bloke in a bar. Honed and ingrained technique fades slowly and goes a long way in a fight.
Having said that, a black belt is still useless in anything more than a bar fight. As soon as someone pulls out a knife, I’d either run away screaming or end up stabbed and bleeding out in a fetal position.
