Resolved Normal guy in a medium fantasy but modern world finds dragon

I've read/seen a manga/novel about someone in an abnormal family, being the only normal person in it (Not sure about this detail, but remember the rest of the family was weird), finds a lizard and adopts it, the 'lizard' then growing into a dragon and him posting a thread on a site for help to take care of it (If I'm not wrong people tell him it's a celestial/heavenly dragon?) and normally only rich people get dragons... Help? I'd be very grateful ^^
