I want it, but I can't remember, so here's what I know, and thanks in advance.
  • The original language is Russian
  • It's set in Moscow or a similar, large city
  • Hidden among ordinary humans live members of fallen civilizations
    • Something elf-like with different schools of magic
    • Others that I don't remember much about, except one posing as a company and another running a monastery
  • Science elements, such as a sort of credit card that marks one as knowing of the city's secret
  • Humans rarely possess magic powers of their own
  • One of the recurring characters is a detective or similar who gets caught up in a gang war between two factions and thus ends up finding out about the civilizations
  • He has a bunch of short-lived romances

I don't know much about Russian fantasy, but if it's a popular one and has a modern setting, it's probably written by Sergei Lukyanenko. I'm not sure, as I didn't read this cycle, but your description sounds somewhat similar to his Night Watch.

I don't know much about Russian fantasy, but if it's a popular one and has a modern setting, it's probably written by Sergei Lukyanenko. I'm not sure, as I didn't read this cycle, but your description sounds somewhat similar to his Night Watch.
Thanks for the guess, but the description sounds a bit off.
Main issue being that the allegiance system mentioned almost certainly didn't exist in the books I'm looking for.

Anyway, much appreciated.
