No Austrians are literally German in the same way Bavarians or Saxons are German. They even speak German.

The Scandanavians are German also because Rome said so.
Basically everyone northeast of Rome is German because the Romans said so.

The Italians are German, because of the 5th century conquest of Rome by the Germans.
The Russians are German, because of Kievan Rus.
The French are German, because of the Germanic migrations during the fall of Rome.
The English are triply German, because of the Angles, Saxons, and Normans.
The Spanish are German because of the same reason as the French.

Therefore the majority of Europe is German.
