Last one i played was Empire of Sin (fukin abandoned now), so looking for more recs.

Already did Scarface, trying city of gangsters now. Wondering if any hidden titles out there. Prefer on steam if possible.

X4 has drug trading.

Spaceweed production and trade though it is not as big of a cash cow as one would want.

You can do something similar in Rimworld I suppose, but you can do anything in Rimworld so I wonder if it counts. Also, you can do some underground stuff in Kenshi, but it won't be a full on criminal empire simulator.

Seconding Rimworld and Kenshi.

Another one you can try is Stellaris if you try hard enough and get some DLCs with it. With the Nemesis DLC you get to become the Galactic threat. Or just overtake the galaxy with an iron fist, throwing certain populations onto a barren planet and blowing it up, or setting up entire criminal enterprises or networks in neighbouring empires.

In Stellaris you can:
- Become a villain the galaxy NEEDS to come together and overcome.
- Establish spy networks to sabotage/spy on enemies, destabilise their government, create propaganda to deviate them from whatever their political stance is, or stir riots/unhappiness.
- Create pirates/terrorists and they'll use YOUR tech and run around causing havoc in your enemy's systems.
- Control the Galactic council. With enough diplomacy points you can basically veto whatever you want.
- Assimilate or bring nations under your command rather than eliminating them, and they pay you back as their Overlord.

These three games are top tier for some morally ambiguous shenanigans. But with Stellaris it's on a galactic scale.

EDIT: Another one you might want to check out is Starsector. This has a really in depth economy, and you basically start from small and make your way to a galactic big shot smuggling stuff into other systems, empires, etc.

Stellaris Crime isn't modelled well enough for my liking IMO, but thanks. Might try Starsector.
