Photoshop. CSP is also able to do glowing edges, but ps definitely has better text editing tools and settings.

Sorry I just saw this now. @tiaf is right; I'm using Photoshop to make the fonts glow.

Would you like me to elaborate on how I do it? I'm using layers to achieve that.
